The purpose of the Plumbing Inspection Program is to ensure that all plumbing installed during construction of a new or renovated building is installed by knowledgeable craftsmen in accordance with applicable codes. Properly installed plumbing systems protect the public’s health by preventing bacterial or chemical contamination of the public water supply caused by accidental backflow as well as by preventing exposure to discharge from improperly installed wastewater drainage systems.

The plumbing program provides oversight of the installation of plumbing systems in all areas of Montgomery County except for the cities of Centerville, Dayton, Oakwood, and Kettering.  The plumbing program is also responsible for on premise sewer and water systems in many areas of the county.  Plumbing contractors and in limited cases, homeowners, may apply for permits to install plumbing systems in new or remodeled construction, with response to inspection requests normally within 24 hours.  The Plumbing Inspection Program registers all persons engaged in the business of plumbing within the jurisdiction of Public Health.

Did You Know that if you are planning a home remodeling project and plan to repair, replace or add new plumbing, you are required to secure a plumbing permit. In turn, if you are hiring a licensed plumbing company they too must secure a permit. A Plumbing permit will provide you with a safety inspection; which will insure that the work was done according to code. It is not worth your family’s safety and or financial risk to skip this very important part of your project.

We provide inspection services for all areas of the county (excluding the cities of Centerville, Dayton, Oakwood and Kettering). However, Public Health will continue to issue permits and provide oversight (for Centerville) of on-premise sewer, water and irrigation/deduct meter installations.

Permits are required for the installation, construction, alteration or repair of the plumbing, drainage or water supply system in any building or structure including replacement fixtures.

Excepting emergencies, all permits must be secured before work commences. All inspections must be arranged immediately. The permit holder is responsible for scheduling inspection of completed work.

The fee for a new installation permit is $45.00 and a replacement installation permit is $30.00. The fee for each fixture or device installed is $14.00. Sewer and water permits are $50.00. Ddeduct/irrigation meter permits are $40.00. Cash, Check, Money Order, Credit Cards, and Debit Cards are all accepted. Credit and Debit card transactions will include an additional processing fee.

All plumbing systems must be installed in accordance with Chapter 4101:3-1 through 4101:3-13 of the Ohio Administrative Code; designated as the 2017 “Ohio Plumbing Code.”

As a homeowner, what is the procedure for securing plumbing permits?

Homeowners may obtain plumbing permits for installations in their own home. If a homeowner wishes to obtain a permit to install their own plumbing system, they are required to complete an affidavit provided by our office, which must be notarized. Homeowners are required to post an additional $50.00 cash bond which will be refunded approximately 6 weeks after final inspection. Should additional fixtures be installed that were not indicated on the permit, or additional inspections be required above those authorized in the fee schedule, the appropriate amount will be deducted from the cash bond. If a homeowner is installing an appliance, sewer, water, deduct meter or backflow device, they will not be required to pay the additional bond, but will be required to complete an affidavit. Authorization is required for on-premise tap-in permits when performing sewer, water and irrigation/deduct meter installations. It is recommended to call Public Health or your local sewer and water purveyor for assistance. New installations or alterations for residential properties on septic systems must be approved by Public Health’s Household Sewage Treatment program prior to the issuance of plumbing permits.

Corrections required by Public Health prior to connecting to Public Water Supply:

  • Vacuum breakers and backflow preventers installed where required
  • Pressure reducing valve installed where water supply exceeds 80 PSI
  • Thermal expansion tank installed on cold water supply
  • Water heater must meet code requirements
  • No cross connections allowed between public and private water supply systems

If owner chooses to keep well, it must meet the current code requirements and have a working pump and faucet. For further information, contact the Well and Septic Division at (937) 225-4428. If owner chooses to abandon the well, the well will need to be inspected. A permit for inspection may be obtained from the Well and Septic Division at (937) 225-4428. It is advised that you contact your local water purveyor for their requirements.

Section 715.1 of the Ohio Plumbing Code requires: Backwater valves shall be installed for fixtures where the flood level rims of the lowest fixtures are below the elevation of the next upstream manhole in the public sewer system. pdf Backflow Image (307 KB) .

{slider Do I need a plan review for all plumbing installations?|blue}

A plan review is not required for residential plumbing. A plan review is required before permits may be obtained on all commercial installations. The following must be supplied for the plan review:

  • one set of blue prints
  • detail of the plumbing waste and vent system
  • detail of the roof square footage for verification of the primary roof drain sizes and secondary overflow draining system.

There is no fee required for a plumbing plan review. If the commercial operation involves food service, a plan review must be submitted to the Food Service Plans Examiner prior to plumbing approval. For more information please refer to the Plan Review Program.

Plumbing inspectors are available for questions between 8:00 – 8:30 am. The plumbing supervisor is available for questions between 8:00 – 9:00 am or from 3:00 – 4:00 p.m. Appointments are available with the supervisor upon request between 8:00 – 9:00 am or from 3:00 – 4:00 pm Monday through Friday.

All inspection requests must be made at least one day in advance. Know the location (refer to your permit receipt) before calling. Give the permit number, the lot or house number, and the street name of the location being called for inspection. Approximate time schedules for inspections can be obtained between 8:00 – 8:30 am the day of the inspection. In order to fulfill all inspection requests, special times/appointments will not be accepted. Any new premise is not to be occupied until after final plumbing inspection has been approved.

If a permit is secured in error, a refund may be requested provided we have not conducted any inspections on your permit. A written request to the Health Commissioner is required and must be submitted to the plumbing office for review. After review and approval, you should receive your refund in approximately six weeks.

All major plumbing code bodies address protection against backflow in potable water supply systems. All potential or existing cross connections must be protected from backflow by the installation of a proper backflow prevention device. Consult Public Health for more specific information on code requirements.
